Ostergaard, Chair ) L.R. Barr, Deputy Chair ) November 19, 1999 O R D E R WHEREAS: A. On May 4, 1999, British Columbia Hydro and Power Authority (“B.C. Hydro”) applied to the Commission for approval to include payments to industrial customers for alternatives such as demand-side management (“DSM”), generators or curtailment loads, that defer investment in sub-500 kV transmission facilities when B.C. Hydro is determining its Transmission Revenue Requirement for use in setting its Wholesale Transmission Service rates; and B. On July 28, 1999, Commission staff sent an information request to B.C. Hydro asking for clarification on how the general framework and principles contained in the Utilitys Application for Transmission Locational Credits will be managed in practice. B.C. Hydro responded on September 7, 1999; and C. On September 24, 1999, the Commission asked interested parties to comment on any issues related to the Transmission Locational Credits Application no later than October 15, 1999. Six responses were received; and D. The Commission reviewed the information received and, on October 29, 1999, issued Order No. G-114-99 setting down a Transmission Locational Credits Application Conference concerning B.C. Hydros Application to commence Tuesday, November 23, 1999 in the Commissions Hearing Room; and E. On November 17, 1999, B.C. Hydro requested that it be permitted to withdraw the Transmission Locational Credits Application and that the November 23, 1999 Conference, set down by Order No. G-114-99, be cancelled; and . . ./2
2 F. The Commission has reviewed B.C. Hydros request and believes that the Transmission Locational Credits Application is not sufficiently developed to process at this present time. NOW THEREFORE the Commission orders as follows: 1. The Transmission Locational Credits Conference set down by Order No. G-114-99 is cancelled. 2. B.C. Hydro is to further consider methods of providing efficient resource location and systems support at the sub-500 kV transmission system level. 3. B.C. Hydro is to provide a copy of this Order and transmittal letter to all its Rate Schedule 1821 customers and to Independent Power Producers with whom it has contracts, by facsimile, as soon as possible.
