Ostergaard, Chair ) L.R. Barr, Deputy Chair ) B.L. Clemenhagen, Commissioner ) December 14, 2000 N.F. Nicholls, Commissioner ) O R D E R WHEREAS: A. On November 21, 2000, West Kootenay Power Ltd. ("WKP") applied to the Commission for approval to revise the method used in determining the monthly Customer Charge for customers served under Rate Schedule 40-Wholesale Service-Primary; and B. WKP proposes to change the calculation of the Customer Charge to be based on the number of Points of Delivery for each wholesale primary customer rather than the total number of wholesale primary customers. The new monthly customer charge would be $1,154.69 per Point of Delivery, effective January 1, 2001; and C. The change would be revenue neutral to WKP and its other customers, and has the unanimous support of all customers served under Rate Schedule 40. The wholesale primary customers agreed that the charge would be a more equitable means of recovering customer costs allocated based on WKP's Cost of Service Study. NOW THEREFORE the Commission orders as follows: 1. The Commission approves for WKP its November 21, 2000 application to change the method for determining the monthly Customer Charge for customers served under Rate Schedule 40. 2. Rate Schedule 40 – Wholesale Service - Primary Rate is amended to reflect the new customer charge to be $1,154.69 per Point of Delivery, effective January 1, 2001.
