Rowbotham, Commissioner ) CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY WHEREAS: A. On August 7, 2001, West Kootenay Power Ltd. (“WKP”) applied to the Commission for a Certificate of Public Convenience and Necessity (“CPCN”) for approval to install a 40 MVA shunt capacitor at the British Columbia Hydro and Power Authority Vernon Substation (“the Project”), pursuant to Sections 45 and 46 of the Utilities Commission Act (“the Act”); and B. The Application states that the substation capacitor is required for the winter 2001/02 period because of increased WKP loads at the Vernon Substation. The estimated cost of the Project is $1,640,000; and C. The Commission has reviewed the responses to its information request, and the costs, timing and justification of the Project and finds that it should be approved. NOW THEREFORE pursuant to Section 45 of the Act: 1. The Commission approves a CPCN to WKP for the installation of a 40 MVA shunt capacitor at the British Columbia Hydro and Power Authority Vernon Substation, at an estimated cost of $1,640,000 and with an expected in-service date of December 2001. 2. WKP is to provide the Commission with a final report and summary of actual costs on completion of the Project.
