The Commission approved the Reliability Management System (“RMS”) Agreement and the Reliability Criteria (“RC”) Agreement between British Columbia Hydro and Power Authority (“B.C. Hydro”) and the Western Systems Coordinating Council (“WSCC”) by Order No. G-73-99; and B. The Commission approved the First and Second Amendments to the RC Agreements by Order Nos. G-72-00 and G-8-01 respectively; and C. On October 25, 2001, B.C. Hydro applied to the Commission for approval of a Third RC Agreement, effective June 1, 2001; and D. The Third Amendment of the RC Agreement implements two modifications to the Criteria Agreement. First, the procedures for review of non-compliance with the specified criteria are modified to permit the Reliability Compliance Committee ("RCC") the opportunity to request additional information from RMS participants or from the WSCC staff. Second, the RMS Operating Transfer Capability ("OTC") criterion is modified to change the time period for reducing flows on stability limited paths to below the OTC limits from 10 minutes to 20 minutes; and E. The Commission has reviewed the application and finds that the Third Amendment to the WSCC’s RC Agreement with B.C. Hydro is required to be approved. . . . /2
2 NOW THEREFORE the Commission approves for B.C. Hydro the following amendment, pursuant to Sections 23 and 38 of the Utilities Commission Act, effective June 1, 2001: 1. The Third Amendment to the RC Agreement as filed by B.C. Hydro on October 25, 2001.
