Ltd. to Establish a Gas Cost Reconciliation Account BEFORE: P. Ostergaard, Chair ) R.D. Deane, Commissioner ) K.L. Hall, Commissioner ) September 19, 2002 N.F. Nicholls, Commissioner ) O R D E R WHEREAS: A. The Commission issued Certificate of Public Convenience and Necessity Order No. C-9-02 dated June 13, 2002, to Toby Creek Utilities Co. Ltd. (“TCU”) to construct and operate a utility propane gas distribution grid system at the Panorama Mountain Village Resort, British Columbia (“the Resort”); and B. The Commission approved the General Terms and Conditions of Service and Rates, effective June 1, 2002 by Order No. G-39-02; and C. TCU has an agreement with BC Gas Services Inc. to supply gas storage and utility services to the propane distribution grid system at the Resort; and D. On September 10, 2002, TCU requested approval of a Gas Cost Reconciliation Account to be effective June 1, 2002 with a zero starting balance. NOW THEREFORE the Commission, pursuant to Sections 58, 60 and 61 of the Utilities Commission Act, orders as follows: 1. The Commission approves for TCU a Gas Cost Reconciliation Account commencing June 1, 2002 with a zero initial balance. TCU is to record propane commodity supply costs and revenue in this account. 2. TCU is to provide the Commission with a report on the Gas Cost Reconciliation Account balances within 60 days following the end of the fiscal year. 3. TCU is to file with the Commission the bulk propane supply contract with its propane supplier by October 1, 2002.
