Ostergaard, Chair ) K.L. Hall, Commissioner ) January 23, 2003 N.F. Nicholls, Commissioner ) CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY WHEREAS: A. On December 30, 2002, Aquila Networks Canada (British Columbia) Ltd. (“Aquila”) applied to the Commission for a Certificate of Public Convenience and Necessity (“CPCN”), pursuant to Sections 45 and 46 of the Utilities Commission Act (“the Act”), for approval for the West Trail Voltage Conversion Project (“the Project”) at an estimated cost of $1,500,000 by: Upgrading the remaining existing 50 to 60-year old 2.4 kV delta configured distribution system, which serves the West Trail area and a portion of the downtown core of Trail, to a grounded 12.47 kV system; Removing the existing 2.4 kV distribution system; and B. The existing 2.4 kV electrical distribution system has exceeded its normal useful service life, is at or beyond its thermal capacity, and is required to be rebuilt to a 12.47 kV grounded, feeder network configuration; and C. The Commission has reviewed the costs, timing and justification of the Project and finds that it should be approved. .../2
2 NOW THEREFORE the Commission orders as follows: 1. Pursuant to Section 45 of the Act, the Commission issues to Aquila a CPCN for the Project at an estimated cost of $1,500,000. 2. Aquila is to provide the Commission with a final report and summary of actual costs upon completion of the Project.
