British Columbia Transmission Corporation (“BCTC”) filed on August 3, 2004, an application for an Open Access Transmission Tariff (“the Application”) pursuant to Sections 58, 59 and 60 of the Utilities Commission Act (“the Act”); and B. Section 4(1) of the Transmission Corporation Act (SBC 2003, c. 44) requires BCTC to seek an order from the Commission approving its first schedule of rates on or before December 31, 2004; and C. BCTC’s Open Access Transmission Tariff (“OATT”) means the rates, terms, and conditions (including tariff supplements) of the non-discriminatory, open access transmission service offered by BCTC on and after the commencement date of the tariff; and D. The OATT will replace the Wholesale Transmission Service tariff of British Columbia Hydro and Power Authority (“BC Hydro”) as the tariff applicable for the provision of open-access transmission service on the BC Hydro transmission system. NOW THEREFORE the Commission orders as follows: 1. A Pre-hearing Conference will be held on Tuesday, August 17, 2004, commencing at 2:30 p.m. on the Fourth Floor of 855 Homer Street, Vancouver B.C., to address procedural matters related to the Commission’s review of the Application. Matters to be discussed will include, but not be limited to, the following: • process steps for review of the Application, • timetable (information requests, responses, intervenor evidence, etc.), and • other matters that will assist the Commission to efficiently review all aspects of the Application. …/2
2 After the Pre-hearing Conference, the Commission will issue a further procedural order and regulatory agenda for the review of the Application. 2. BCTC will arrange for early publication, but not later than August 7, 2004, in display ad format, the Notice of Pre-hearing Conference attached as Appendix A to this Order, in the Vancouver Sun, The Province, the Victoria Times Colonist, and in such other appropriate local news publications so as to provide adequate notice to the customers in the service area of the utility. 3. The Application and supporting material will be made available for inspection at the Head Office of BCTC at Suite 1100, Four Bentall Centre, 1055 Dunsmuir Street, Vancouver, B.C., and at the British Columbia Utilities Commission, Sixth Floor, 900 Howe Street, Vancouver, B.C. 4. Intervenors and Interested Parties should inform the Commission, in writing, by Friday, August 13, 2004, of their intention to attend the Pre-hearing Conference.
