Hobbs, Chair L.A. OHara, Commissioner September 15, 2005 O R D E R WHEREAS: A. By letter dated April 18, 2005, British Columbia Hydro and Power Authority (“BC Hydro”) provided information to the British Columbia Utilities Commission (the Commission”) regarding the BC Hydro 2005 Resource Options Report (“2005 ROR”); and B. In the April 18, 2005 letter, BC Hydro stated that proposed Terms of Reference would be filed on June 6, 2005 and that the 2005 ROR would be filed on June 12, 2005; and C. Commission Order No. G-51-05 established a Procedural Conference on June 15, 2005 to hear submissions on the regulatory process for the view of the 2005 ROR and Commission Letter No. L-37-05 adjourned the Procedural Conference to June 29, 2005; and D. BC Hydro filed the 2005 ROR on June 13, 2005; and E. Procedural Conferences were held on June 29, 2005 and July 8, 2005; and F. At the conclusion of the July 8, 2005 Procedural Conference, the Commission approved BC Hydros requests for the withdrawal of the Terms of Reference and that there be no further regulatory processes regarding the 2005 ROR; and G. On July 29, 2005, the BC Sustainable Energy Association and the Sierra Club of Canada, BC Chapter (collectively BCSEA/SCBC”) applied for a participant assistance/cost award (“PACA”) for their participation in the proceeding on the 2005 ROR; and H. By letter dated August 22, 2005, BC Hydro stated that it had no comments on the BCSEA/SCBC Application; and I. The Commission Panel has reviewed the PACA application with regard to the criteria and rates set out in Commission Order No. G-15-04. . . . /2
2 NOW THEREFORE the Commission orders as follows: 1. Pursuant to Section 118(1) of the Utilities Commission Act, the Commission denies funds to BCSEA/SCBC for its participation in the proceeding on the 2005 ROR: DATED at the City of Vancouver, in the Province of British Columbia, this 23 Orders/BCH-ROR BCSEA_SCBC PACA BRITISH COLUMBIA UTILITIES COMMISSION ORDER NUMBER F-15-05 rd day of September 2005.
