Kelsey, Commissioner ) K.L. Hall, Commissioner ) July 29, 2004 CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY WHEREAS: A. On May 5, 2004, FortisBC Inc. (“FortisBC”) applied for a Certificate of Public Convenience and Necessity (“CPCN”) to reconductor 8.6 km of distribution line and add voltage regulators and modify substation protection on a portion of the Joe Rich feeder serving the Big White Ski resort (“the Project”); and B. The need for additional feeder capacity for the Kelowna area was identified in the Aquila Networks Canada (British Columbia) Ltd. filing of its 2004 Revenue Requirements Application and is Phase 3 of a multi-year plan to increase the capability of serving a growing load at the Big White Ski Resort; and C. The Project is estimated to cost $1.16 million and is required to be complete by November 30, of 2004 to meet the 2004/2005 winter load; and D. The Commission has reviewed the Application and responses to the Commission’s request for information and has determined that the Project is in the public interest and should be approved. NOW THEREFORE the Commission orders as follows: 1. Pursuant to Section 45 of the Act the Commission issues to FortisBC Inc a CPCN for the Joe Rich reconductoring project. 2. FortisBC is to file a final report explaining variances greater than 10 percent of the Project’s estimated budget.
