Boychuk, Commissioner October 19, 2005 O R D E R WHEREAS: A. On September 2, 1999 the Commission, by Order No. G-88-99, issued its Decision and Bypass Rate Guidelines for British Columbia Hydro and Power Authority (“BC Hydro”); and B. On August 22, 2005, BC Hydro filed for Commission approval three executed copies of Special Electric Service Agreement - Tariff Supplement No. 70 (the “Bypass Rate Agreement”) between BC Hydro and West Fraser Mills Ltd. (“West Fraser”). The Bypass Rate Agreement is the result of negotiations for a bypass rate between BC Hydro and West Fraser; and C. The Special Electric Service Agreement - Tariff Supplement No. 70 is to be in effect for a period of 20 years, from July 1, 2005 to June 30, 2025, and will be billed at Rate Schedule 1821, or Transmission Service Stepped Rate Schedule 1823 as applicable, plus a Rider Charge of $6,931.25 per monthly billing, equivalent to West Fraser’s cost of bypass; and D. On August 29, 2005 the Commission, by Order No. G-79-05, approved Transmission Service Stepped Rate Schedule 1823 as a replacement for Rate Schedule 1821; and E. The Commission has reviewed the Bypass Rate Agreement and finds that it should be approved. . . ./2
2 NOW THEREFORE the Commission orders as follows: 1. The Commission approves for BC Hydro its Special Electric Service Agreement - Tariff Supplement No. 70 with West Fraser for a Bypass Rate at the equivalent of Transmission Service Stepped Rate Schedule 1823 plus a monthly rider of $6,931.25 for a period of 20 years, effective July 1, 2005. 2. The Commission directs BC Hydro to file updated executed copies of the Bypass Rate Agreement to reflect the Commission’s approval of Transmission Service Stepped Rate Schedule 1823 as a replacement for Rate Schedule 1821.
