V7X 1V5 Dear Sirs: Re: British Columbia Transmission Corporation (“BCTC”) and British Columbia Hydro and Power Authority (“BC Hydro”) Standards of Conduct Applications On September 22, 2004, BC Hydro filed an Application for approval of Standards of Conduct governing the use by BC Hydro of non-public transmission-related information received from BCTC. BC Hydro noted at the time that the Application was incomplete in that the details of the program that it will implement to ensure compliance with the Standards of Conduct were in the initial stages of development. BC Hydro filed the additional supporting information on November 19, 2004. On September 22, 2004, BCTC filed an Application for approval of its Standards of Conduct, a necessary element of the provision of non-discriminatory open access transmission service in BC. On November 22, 2004, BCTC wrote a letter to the Commission enclosing a copy of an executed Standards of Conduct Compliance Agreement with BC Hydro. BCTC also enclosed its Written Procedures, as referred to in its proposed Standards of Conduct, that are intended to assist in employee training and to enable customers and the Commission to determine whether BCTC is in compliance with the terms of the Standards of Conduct. The Commission requests that Intervenors participating in the public hearing into BCTC’s Open Access Transmission Tariff Application and BC Hydro’s Interconnected Operations Services Application provide comment on the Standards of Conduct Applications by December 31, 2004, and that BCTC and BC Hydro provide reply comment by January 28, 2005.
