Kelsey, Commissioner December 16, 2005 O R D E R WHEREAS: A. Princeton Light and Power Company, Limited (“PLP”) filed on December 5, 2005 and amended on December 14, 2005, pursuant to the applicable provisions of the Utilities Commission Act (“the Act”) and in particular Section 61(4), its 2006 Revenue Requirement Application seeking approval for increases in its Service Charges, Access Charges, and Energy Charges of 0.71 percent, 9.54 percent, and 5.9 percent, respectively, effective January 1, 2006 (“the Application”); and B. The Application was predicated in part by the purchase of the energy component from its supplier, FortisBC Inc. (“FortisBC”), and the pass-through of those costs to PLP customers; and C. FortisBC applied on November 24, 2005 to the Commission for a 5.9 percent general rate increase commencing January 1, 2006. Subsequently, Commission Order No. G-130-05 approved an interim rate increase of 5.9 percent for FortisBC, effective January 1, 2006; and D. A Commission decision on rate changes in respect of the FortisBC 2006 Revenue Requirements Application is pending and therefore the Commission is currently not in a position to establish a permanent increase in Energy Charges to PLP customers; and E. The Commission has reviewed PLP’s Application and finds that the increases to PLP’s Service, Access and Energy Charges should be approved on an interim and refundable basis, effective January 1, 2006. NOW THEREFORE pursuant to Sections 58, 61 and 89 of the Act, the Commission orders as follows: 1. The Commission approves PLP’s applied for Energy Charges on an interim basis, effective January 1, 2006, subject to refund with interest following a decision of the Commission on the FortisBC 2006 Revenue Requirements Application that will establish the pass-through Energy Charges to PLP. . . ./2

The Commission approves PLP’s applied for Service and Access Charges on an interim basis, effective January 1, 2006, subject to refund with interest following a written public hearing process under the Regulatory Timetable attached as Appendix A to this Order. 3. PLP must provide a copy of this Order to previous Intervenors and Interested Parties no later than Friday, January 6, 2006. PLP must also post a copy of this Order in various community centres and give notice through other community resources, in order to adequately notify its customers of the applied-for rate increases.
