Ltd. for Approval of Changes to Commodity Rates in the Third Quarter 2005 Report on the Gas Commodity Components of Rates for the PNG-West, Granisle Propane, Fort St. John /Dawson Creek and Tumbler Ridge Divisions BEFORE: L.F. Kelsey, Commissioner September 22, 2005 O R D E R WHEREAS: A. On September 19, 2005, Pacific Northern Gas Ltd. (“PNG-West”), Pacific Northern Gas (N.E.) Ltd. Fort St. John and Dawson Creek [“PNG (N.E.)”], PNG (N.E.) Tumbler Ridge (“Tumbler Ridge”) and Granisle filed a Third Quarter 2005 Report on Current and Projected Gas Supply Costs, Gas Cost Variance Account (“GCVA”) balances and future gas acquisition costs and revenue based the August 31, 2005 forward gas price strip, consistent with the guidelines set out in Commission Letter No. L-5-01; and B. The PNG-West, PNG (N.E.), Tumbler Ridge and Granisle GCVA balances as of September 30, 2005 are projected to be a credit of $2,660,123, a debit of $729,052, a credit of $83,990 and a debit of $54,802 respectively; and C. The Commission has reviewed the filings and other evidence for PNG-West, PNG (N.E.), Tumbler Ridge and Granisle including projected GCVA balances as of September 30, 2005, and finds that the application should be accepted. . . ./2
2 NOW THEREFORE the Commission orders as follows: 1. The Commission approves for PNG-West an increase in the Gas Supply Charges of $1.50/GJ, and no change to the $0.281/GJ GCVA gas commodity credit rate rider and Company Use Gas credit rate rider of $.0189/GJ, effective October 1, 2005. 2. The Commission approves for PNG (N.E.)’s Fort St. John and Dawson Creek Division an increase in the Gas Supply Charges of $1.50/GJ and no change to the $0.099/GJ GCVA debit rate rider, effective October 1, 2005. 3. The Commission approves for Tumbler Ridge an increase in the Gas Supply Charge Rate of $2.50/GJ and no change to the GCVA gas commodity credit rate rider of $0.35/GJ, effective October 1, 2005. 4. The Commission approves for Granisle Propane Division an increase to the Propane Supply Charge Recovery rate of $2.213/GJ and no change to the GCVA gas commodity debit rate rider of $1.00/GJ for grid system customers effective October 1, 2005. 5. PNG, PNG (N.E.), Tumbler Ridge and Granisle are to notify all customers of the approved rate changes by way of a customer notice. PNG is directed to review their bill inserts or customer notices with Commission staff prior to their release.
