V7M 3H9 Dear Mr. Wing: Re: Insurance Corporation of British Columbia Project No. 3698393 – Orders No. G-78-05, No. G-85-05 and No. G-108-05 2006 Revenue Requirements for Universal Compulsory Automobile Insurance A Filing relating to ICBC’s Basic Insurance Capital Management Plan An Application for Approval of Refinements to Certain Performance Measures A Filing of Information on Sever Financial Allocation Functions and An Application for Approval of Changes to Certain Allocation Functions British Columbia Utilities Commission Information Request No. 2 and Intervenor Information Request No. 1 The British Columbia Utilities Commission (“Commission”) received a letter, dated November 15, 2005, from the Insurance Corporation of British Columbia (“ICBC”), wherein ICBC advised that ICBC will not be responding to certain Registered Intervenor Information Requests (“IR”) for the reasons stated. Certain IR’s from Pemberton Insurance Corporation (“Pemberton”) and the Insurance Bureau of Canada (“IBC”) are among the IR’s cited by ICBC. On November 16, 2005, the Commission received letters from Pemberton and IBC addressing their respective IR’s at issue. Pemberton stated that “our Information Requests are both material and relevant to the application proceedings” and asked for a ruling from the Commission to sustain its IR’s at issue. IBC’s letter sets out its IR’s at issue followed by IBC’s concerns. In a separate letter, dated November 17, 2005, IBC requested that the Commission determine the validity of ICBC’s objections to providing information as outlined in their letter dated November 15, 2005 and make an Order accordingly. . . . /2
LETTER NO. L-101-05 2 The Commission Panel wants to provide an opportunity for ICBC to submit a final reply to Pemberton’s and IBC’s submissions and ICBC is hereby directed to file a final reply by the close of business on Wednesday November 23, 2005. The Commission Panel will make a ruling on this matter after that date. If ICBC has identified other IR’s that it is not intending to answer fully, then ICBC is directed to inform the Commission and Registered Intervenors right away what those are.
