V6B 5R3 Dear Ms. Sofield: Re: British Columbia Hydro and Power Authority Application for Conservation Research Initiative – Residential Time of Use Rates On August 28, 2006, BC Hydro filed an application (“Application”) pursuant to sections 58 to 61 of the Utilities Commission Act for approval of a set of residential time of use (“TOU”) rates. In the Application, BC Hydro proposes to offer these rates under the Conservation Research Initiative Time of Use (“CRI TOU”) Program on an optional basis to approximately 2000 subscribers for a one year period commencing November 1, 2006 and ending October 31, 2007. The purpose of the CRI TOU Program is to test a set of five different time-differentiated pricing options. BC Hydro requests that the Application be reviewed and approved on an expedited basis due to the short-time to its implementation. By letter dated August 29, 2006, the British Columbia Old Age Pensioners Organization et al. (“BCOAPO”) submits that a public process should be convened to review the Application. Therefore, the Commission has determined that the Application will be reviewed by way of a workshop and negotiated settlement process and, if agreement is not reached, by written submissions according to the attached Regulatory Timetable.
