O R D E R
WHEREAS:
A. The Commission, by Order No. C-4-00, approved a Certificate of Public Convenience and Necessity for
Stargas Utilities Ltd. (“Stargas”, “the Company”) to operate a natural gas distribution system at the resort
community of Silver Star; and
B. On August 4, 2006, Stargas applied for Commission approval to decrease residential rates by $2.05 per
gigajoule (“GJ”) and commercial rates by $2.06 per GJ effective November 1, 2006 (“the Application). The
proposed decrease in residential and commercial rates are the result of lower commodity costs and higher
delivery charges; and
C. As a result of decreases in the cost of natural gas and a credit balance in the Gas Cost Variance Account of
$10,184 at May 31, 2006, the Application requests approval to decrease the residential commodity charge by
$2.54/GJ to $9.60/GJ and the commercial commodity charge by $2.55/GJ to $9.81/GJ; and
D. The Application also requests Commission approval to increase the residential and the commercial delivery
charge by $0.49/GJ to $7.75 due to the increases in operating and maintenance expenses; and
E. The Commission has reviewed the Application and finds that a written hearing process is required to be
established.
NOW THEREFORE pursuant to Sections 60 and 61 of the Utilities Commission Act, the Commission orders as
follows:
1. The Stargas Application will be examined in a written public hearing process.
2. The Application and supporting material will be made available for inspection at various Silver Star Resort
centres and at the British Columbia Utilities Commission, Sixth Floor, 900 Howe Street, Vancouver, B.C.,
V6Z 2N3.

3. Stargas shall provide a copy of this Order, by facsimile if possible, to all previous Intervenors and Interested
Parties no later than Friday, August 25, 2006. Stargas shall also post a copy of this Order in various Silver
Star Resort centres.
4. Intervenors and Interested Parties should inform the Commission in writing or register on-line via the
Commission’s website at http://www.bcuc.com, by Friday, September 8, 2006 of their intention to actively
intervene in the proceeding, or become Interested Parties. Registered Intervenors will receive from Stargas
copies of the Application, all correspondence and filed documentation. Interested Parties will receive copies
of all Orders issued.
5. A Regulatory Timetable for this proceeding will be established following the deadline for registration of
Intervenors.

NOTICE OF WRITTEN PUBLIC
HEARING PROCESS
THE APPLICATION
On August 4, 2006 Stargas Utilities Ltd. (“Stargas”, “the Company”) applied for Commission approval to
decrease residential rates by $2.05 per gigajoule (“GJ”) to and decrease commercial rates by $2.06 per GJ to
effective November 1, 2006 (“the Application”). The Application also requests Commission approval to increase
the residential and the commercial delivery charge by $0.49/GJ to $7.75 due to the increases in operating and
maintenance expenses.
THE REGULATORY PROCESS
The Commission has established a Written Public Hearing Process for the review of the Application.
PUBLIC INSPECTION OF THE DOCUMENTS
The Application and supporting material will be made available for inspection at various Silver Star Resort
centres and at the British Columbia Utilities Commission, Sixth Floor, 900 Howe Street, Vancouver, B.C.,
V6Z 2N3.
REGISTERING TO PARTICIPATE
Unless they have already registered, persons who expect to actively participate in the Stargas proceeding should
register as Intervenors with the Commission, in writing, by Friday, September 8, 2006. Intervenors will receive
copies of the Application, all correspondence and filed documentation and will have an opportunity to ask
questions of Stargas and file submissions on the Application. A Regulatory Timetable for this proceeding will be
established following the deadline for registration of Intervenors.
Persons not expecting to actively participate, but who have an interest in the Stargas proceeding should register as
Interested Parties with the Commission, in writing, by Friday, September 8, 2006. Interested Parties will receive
a copy of the Application’s Executive Summary and all Orders issued and may provide comments on the
Application.
All submissions and/or correspondence received from active participants or the public relating to the Application
will be placed on the public record and posted to the Commission’s web site.
