Kelsey, Commissioner December 7, 2006 O R D E R WHEREAS: A. Commission Order No. G-95-05 established a written public hearing process for the examination of Applications from FortisBC Inc. (“FortisBC”), British Columbia Hydro and Power Authority and British Columbia Transmission Corporation that relate to operation of storage and generating facilities of the Canal Plant in British Columbia (the “Applications”); and B. Commission Order No. G-41-06 issued the Commission’s Decision on the Applications; and C. On October 23, 2006, the British Columbia Old Age Pensioners’ Organization et al. (“BCOAPO”) filed a Participant Assistance/Cost Award (“PACA”) Application for a cost award of $11,370.30 for its participation in the proceeding to examine the Applications; and D. By letter dated November 27, 2006, FortisBC stated that it did not oppose the request for PACA funding that was submitted by the BCOAPO; and E. In its letter FortisBC stated that the value and provision for amortizing the costs associated with the Applications have been approved by Commission Order No. G-58-06, and requested approval from the . . ./2
2 Commission to recover the cost of any PACA award to BCOAPO consistent with the treatment of the remainder of FortisBC costs related to the Applications; and F. The Commission has reviewed the BCOAPO’s PACA Application with regard to the criteria and rates set out in the Guidelines in Commission Order No. G-15-04 and has concluded that the amount of cost award requested in the PACA Application should be approved. NOW THEREFORE the Commission orders as follows: 1. Pursuant to Section 118(1) of the Utilities Commission Act, the Commission awards funds in the amount of $11,370.30 to BCOAPO for its participation in the proceeding for the examination of the Applications. 2. FortisBC is directed to reimburse BCOAPO for the total amount awarded in a timely manner. 3. The Commission approves the request of FortisBC to recover the cost of the PACA award to BCOAPO consistent with the treatment of the remainder of FortisBC costs related to the Applications.
