Project No. 3698458 Order No. G-42-07 Customer Complaints regarding the proposed site of the Naramata Substation Project Notice of Location and Time of the Oral Public Hearing, and Hearing Issues List Further to the Commissions April 17, 2007 letter (Exhibit A-1) we enclose Commission Letter No. L-40-07 establishing the Notice of Location and Time of the Oral Public Hearing and Hearing Issues List. FortisBC Inc. (“FortisBC”) shall publish the Notice of Location and Time of the Oral Public Hearing, attached as Appendix A, in local Okanagan Valley Newspapers and on FortisBCs website www.FortisBC.com, by June 6, 2007, or as soon as it is possible to do so. The Commission has decided that the Oral Public Hearing will be held in Penticton at the Penticton Lakeside Resort and Convention Centre on July 24, 2007 commencing at 9:00 a.m. The Commission seeks input on the draft Hearing Issues List for the Oral Public Hearing, which is attached as Appendix B. Comments should be submitted to the Commission no later than June 15, 2007 following which the Commission Panel will make a determination. .../2
LETTER NO. L-40-07 2 The Commission Panel expects that FortisBC and Intervenors who have filed or will file evidence to have Witness Panels available for cross-examination. The Commission Panel will provide an opportunity for Intervenors who are not represented by Counsel to make a brief oral submission to the Commission Panel during the Hearing. NARAMATA SUBSTATION PROJECT NOTICE OF ORAL PUBLIC HEARING Date: Tuesday, July 24, 2007 Time: Commencing 9:00 a.m. Location: Penticton Lakeside Resort and Convention Centre 21 Lakeshore Drive W. Penticton, B.C. THE PROJECT The 2005 Capital Expenditure Plan of FortisBC Inc. (“FortisBC”) included the Naramata Substation Project to rebuild the Naramata substation at a different site. In Order No. G-52-05 that responded to the 2005 Capital Expenditure Plan, the Commission approved the project. In letters dated March 15 and April 10, 2007, FortisBC reviewed its selection of a site for the new substation, and advised that it was proceeding to construct the substation on the Gibbard property site on Arawana Road rather than the Fire Hall site at Naramata Road and Debeck Road. THE REGULATORY PROCESS In response to correspondence from a number of interested parties referencing concerns about FortisBCs decision to proceed at the Arawana site, by Order No. G-42-07 the Commission established an oral public hearing into the siting of the substation, and directed FortisBC to file a Report on the siting options by April 30, 2007. Order No. G-51-07 and Letter No. L-40-07 established the Regulatory Timetable for the proceeding, with the oral hearing to commence on Tuesday, July 24, 2007 at 9:00 a.m. at the Penticton Lakeside Resort and Convention Centre. The Commission Panel will provide an opportunity for Intervenors who are not represented by Counsel to make a brief oral submission to the Commission Panel during the Hearing.
