Parties to the proceeding were directed to file Participant Assistance/Cost Award Budgets (“PACA”) on or before May 23, 2007. In accordance with the Regulatory Timetable, the Commission Panel issued a Hearing Issues List (Exhibit A-23) on July 6, 2007. The Issues List contained a caveat that Sections 6 and 7 on Non-Integrated Area – Zone II Customers and “Bella Bella NIA” Customers were subject to the Commission Panel’s determination on the motions before the Panel at that time. On July 9, 2007 the Panel heard motions to settle the Zone II and Bella Bella issues to Phase II of the hearing, and the Panel subsequently so directed. Other decisions made by the Panel had been to separate Zone II Special Contracts rate issues into Phase III of these proceedings (T11: 1718-1719). In accordance with the BCUC PACA Guidelines, the Commission, by letter dated September 18, 2007, directed all Parties who had submitted budget estimates for PACA to file their applications for a cost award for Phase I of the proceeding by Friday, October 12, 2007 (Exhibit A-34). The oral hearing days for Phase II took place from September 4, 2007 to September 6, 2007. As it was not contemplated by the Commission Panel that the BC Hydro’s 2007 RDA would be heard in three separate phases when Commission Order No. G-50-07 was issued, the Commission Panel hereby requests that Parties who had submitted budget estimates for PACA for the 2007 RDA and who had intervened in Phase II of the 2007 RDA proceeding to file their applications for a cost award with the Commission by November 13, 2007. Commission Order No. G-122-07 set out a Preliminary Regulatory Timetable for Phase III.
