Re: British Columbia Hydro and Power Authority
Supply of Power to 2020 Oxford Connector, Port Coquitlam
This letter is in response to your letter dated October 1, 2007 regarding the supply of power and metering
arrangements to 2020 Oxford Connector, Port Coquitlam (“2020 Oxford”) and is further to your complaint dated
July 11, 2007 and subsequent correspondence. Your October 1, 2007 letter requests that the Commission
reconsider its response dated September 20, 2007 (Letter No. L-74-07), which concluded that BC Hydro has the
authority to provide its meters to its customers. By letter dated October 15, 2007 the Commission requested
comments from BC Hydro, and BC Hydro replied by letter dated October 19, 2007. Copies of both of those
letters were sent to you.
In its September 20, 2007 letter to you, the Commission stated that it interpreted the Tariff to mean that the meters
are intended to be BC Hydro’s, and referred to the Tariff section titled “Metering” on page B-21, which states
that:
“In order to determine for billing purposes the quantity of electricity consumed by the customer,
one consumption meter and, where required, one associated demand meter will be installed by the
Authority on the customer’s premises….”
Enerpro’s October 1, 2007 letter submits that your original question related to page B-33-3 of the Tariff rather
than page B-21, and requests that the Commission direct its response to a specific quotation on page B-33-3 of the
tariff that states that “the owner or operator will provide for each unit to be metered individually….”
In preparing its earlier response the Commission reviewed page B-33-3 of the Tariff as well as page B-21. As
noted by BC Hydro in its October 19, 2007 letter, documents such as the Tariff must be interpreted as a whole.

The Commission, in arriving at its earlier conclusion noted the words that you identified on page B-33-3 but, in
the view of the Commission, that section is not conclusive about which party will own the meters, simply that the
owner or operator will structure the wiring downstream of the meter(s) such that each unit can be metered
individually. The section on page B-21, “Metering”, is clear that a meter or meters will be installed “…by the
Authority…” on the customer’s premises.
Therefore, when viewed in the context of the Tariff as a whole, the Commission concludes that the meters should
be BC Hydro’s.
