O R D E R
WHEREAS:
A. Following a written hearing, by a Decision and Order No. G-91-05 dated September 23, 2005, the
Commission issued its decision on the British Columbia Transmission Corporation (“BCTC”) Transmission
System Capital Plan F2006 to F2015; and
B. Following a written hearing, by a Decision and Order No. G-67-06 dated June 14, 2006, the Commission
rendered its decision on the BCTC Transmission System Capital Plan F2006 to F2015 Update; and
C. Following a written hearing, by a Decision and Order No. G-69-07 dated June 15, 2007, the Commission
issued its decision on the BCTC Transmission System Capital Plan F2008 to F2017; and
D. On December 21, 2007, pursuant to Sections 45(6), 45(6.1) and 45(6.2) of the Utilities Commission Act (the
“Act”), BCTC filed its Transmission System Capital Plan F2009 to F2018 (the “F2009 Capital Plan” or the
“Plan”); and
E. In the filing, BCTC applied for an Order which states that the F2009 Capital Plan meets the requirements of
Sections 45(6) and 45(6.1) of the Act, approves the Plan under subsection 45(6.2)(a) of the Act and, pursuant
to subsection 45(6.2)(b) , determines that capital expenditures relating to certain projects and programs for
F2009 and F2010 in the Plan are in the public interest (the “Application”); and

F. BCTC recommends a written process for the regulatory review of the F2009 Capital Plan and the Application,
on the basis that a written process provides an effective forum and best reflects the ongoing nature of the Plan
and the type of expenditures that BCTC is seeking approval for; and
G. The Commission has considered the matter, and has determined that a written public hearing is required for
the regulatory review of F2009 Capital Plan and Application.
NOW THEREFORE the Commission orders as follows:
1. A written hearing process is established for the review of the F2009 to F2018 Transmission System Capital
Plan Application, according to the Regulatory Timetable that is attached as Appendix A to this Order.
2. BCTC will publish the Notice of Application and Written Public Hearing that is attached as Appendix B, in
the Vancouver Sun and Province, the Victoria Times Colonist and such local papers as provide sufficient
coverage of its service area, as soon as it is possible to do so.
3. BCTC will provide a copy of this Order to all Intervenors who registered for the Transmission System Capital
Plan F2008 to F2017 proceeding and the British Columbia Hydro and Power Authority 2006 Integrated
Electricity Plan and Long-Term Acquisition Plan proceeding.
4. Persons wishing to be Intervenors or Interested Parties in the proceeding should register, in writing, with the
Commission by Wednesday, January 23, 2008.

NOTICE OF APPLICATION
AND
WRITTEN PUBLIC HEARING
THE APPLICATION
On December 21, 2007, the British Columbia Transmission Corporation (“BCTC”) filed its Transmission System
Capital Plan F2009 to F2018, and applied for an Order stating that the Plan meets the requirements of the Utilities
Commission Act, and that capital expenditures relating to certain projects and programs for F2009 and F2010 are
in the public interest. In the Plan, BCTC seeks approval of capital expenditures for the F2009 - F2010 period
totaling almost $300 million.
THE REGULATORY PROCESS
Commission Order No. G-173-07 established the Regulatory Timetable for the review of the F2009 Capital Plan
and the Application by way of a Written Public Hearing.

INTERVENTIONS
Persons who expect to actively participate in the BCTC proceeding should register as Intervenors with the
Commission, in writing, by Wednesday, January 23, 2008, identifying their interest in the matter. Intervenors
will receive copies of the F2009 Capital Plan as well as all correspondence and filed documentation and should
provide an e-mail address if available.
Persons not expecting to actively participate in the BCTC proceeding, but who have an interest in the matter,
should register as Interested Parties with the Commission, in writing, by Wednesday, January 23, 2008,
identifying their interest in the matter. Interested Parties will receive a copy of the Application section of the
F2009 Capital Plan, and all Orders issued.
All submissions and/or correspondence received from active participants or the general public relating to the
F2009 Capital Plan and Application will be placed on the public record and posted to the Commission’s web site.
