Kelsey, Commissioner P.E. Vivian, Commissioner O R D E R WHEREAS: A. On January 16, 2008 Plateau Pipe Line Ltd. (“Plateau”) filed with the Commission an application for the approval of 2008 revised tariff and supplemental toll information for the Northeast BC Pipeline (“NEBC Pipeline”) and the Blueberry to Taylor Pipeline (“Blueberry Pipeline”), effective February 1, 2008 (the “Application”); and B. The Application requests approval of the following tariff and supplemental toll information, effective February 1, 2008: • A 20 percent tariff increase at all locations on the NEBC Pipeline. • A decrease in the supplemental toll from $4.00/m Boundary Lake on the NEBC Pipeline. • A $1.50/m 3 tariff increase from $12.00/m 3 to $13.50/m C. Plateau forecasts a cumulative deficit of $2.4 million on the NEBC Pipeline at the end of 2008; and D. Plateau forecasts that the 2007 cumulative deficit of $1.3 million on the Blueberry Pipeline will be eliminated over two to three years; and E. Plateau has filed an updated Shippers and Producers list with the Commission; and F. Plateau has provided all Shippers and Producers on the NEBC Pipeline and Blueberry Pipeline with a copy of the Application and no complaints on the Application have been received by the Commission; and G. The Commission has reviewed the Application and finds that approval is warranted. 2 NOW THEREFORE pursuant to Section 44 of the Pipeline Act, the Commission orders as follows: 1. The Commission approves the Application, effective February 1, 2008 as filed in: • Northeast British Columbia Pipeline Tariff and Supplemental Toll Rate Tariff No. 2M • Blueberry-Taylor Pipeline Tariff and Supplemental Toll Rate Tariff No. 6 2. The approved tolls are permanent and subject to review by the Commission in the event of a complaint by one or more Shippers on the pipelines within 60 days of this Order. If a complaint is received by the Commission after 60 days of this Order, any adjustments in tolls will be on a prospective basis. 3. Plateau is to provide all Shippers on the pipelines with a copy of this Order, and provide such confirmation the Commission.
