On May 8, 2008, pursuant to the Utilities Commission Act, the British Columbia Transmission Corporation (“BCTC”) filed an application (“Application”) for a Certificate of Public Convenience and Necessity (“CPCN”) to construct and operate the Central Vancouver Island Transmission Project (the “CVI Project”); and B. BCTC proposes the CVI Project as the preferred solution to capacity constraints in the Central Vancouver Island area; and C. The CVI Project has an estimated capital cost of approximately $100 million, which includes the construction of a new Harewood West substation, and the construction of a new transmission line, approximately 12 km in length, following a route described as the Harewood South route; and D. BCTC wishes to obtain the CPCN by the end of August 2008, in order to complete the project by the desired date of October 2010; and E. By Order G‐82‐08 dated May 16, 2008, the Commission established a Procedural Conference in Nanaimo, B.C. on June 12, 2008 to seek input on the regulatory process for the review of the Application; and F. The Commission has considered the input received at the Procedural Conference, and has concluded that further information regarding the status of the application by BCTC to the Integrated Land Management Bureau (“ILMB”) with respect to Block 271 would be helpful prior to making a determination on whether the review of the Application should proceed by a written or oral hearing process. …/2

By Order G‐82‐08 dated June 26, 2008, the Commission established a Community Input Session in Nanaimo, B.C. on July 17, 2008 to seek input on the regulatory process for the review of the Application; and H. The Commission has considered the input received at the Community Input Session, and has concluded that further information regarding the review of the Application is required; and I. The Commission has concluded that the receipt of Intervenor submissions on whether or not the review of the Application should proceed by a written or oral hearing process would be helpful. NOW THEREFORE the Commission orders as follows: 1. The Commission establishes the Amended Regulatory Timetable (attached as Appendix A). 2. The Commission establishes the Proposed Written and Oral Regulatory Timetables (attached as Appendix B) and requests Intervenor submissions on whether or not the review of the Application should proceed by a written or oral hearing process. 3. BCTC will publish, as soon as possible, in display‐ad format, Notice of Amended Regulatory Timetable, in the following publications: The Victoria Times‐Colonist, The Nanaimo Bulletin, The Nanaimo Daily News, The Harbour City Star, The Parksville/Qualicum News, and the Oceanside Star (attached as Appendix C). 4. BCTC will distribute copies of this Order and its Appendices, in a timely fashion, via registered mail, to all landowners (within 0.5 km) potentially affected by the CVI Project, that is Harewood South, Harewood Central, Harewood North and the variants of the Harewood Central routes identified during the Community Input Session and further described in Transcript Volume 2 as one kilometre north of Harewood South (T2:53) or the Old Nanaimo Lakes Road near the Southforks/Nanaimo River community (T2:138). APPENDIX C to Order G‐117‐08 Page 2 of 2 INTERVENTIONS Persons, not already registered, who expect to actively participate in the BCTC proceeding should register as Intervenors with the Commission, in writing, by Friday, August 22, 2008. Intervenors should identify the issues that they intend to pursue and the nature and extent of their anticipated involvement in the review process. Intervenors will each receive a copy of all non‐confidential correspondence and filed documentation and should provide an e‐mail address if available. Persons not already registered and not expecting to actively participate, but who have an interest in the proceeding, should register as Interested Parties with the Commission, in writing, by Friday, August 22, 2008, identifying their interest in the proceeding. Interested Parties will receive a copy of the Executive Summary from the Application. All submissions and/or correspondence received from active participants or the public relating to the Application, will be placed on the public record and posted to the Commission’s web site.
