Pullman, Commissioner O R D E R WHEREAS: A. On November 5, 2007, the British Columbia Transmission Corporation ("BCTC") applied (the “Application”) pursuant to sections 45 and 46 of the Utilities Commission Act for a Certificate of Public Convenience and Necessity (“CPCN”) for the Interior to Lower Mainland (“ILM”) Transmission Project (the “ILM Project”); and B. Order G‐137‐07 dated November 7, 2007 established an Oral Public Hearing for the regulatory review of the Application, and by Order G‐172‐07 dated December 21, 2007, the Commission established an amended regulatory timetable; and C. By Order G‐61‐08 dated March 28, 2008 the Commission determined that the ILM proceeding could be completed as a written process, and issued an amended regulatory timetable without an Oral Public Hearing component; and D. The Commission issued Order C‐4‐08 and its Decision on August 15, 2008 granting BCTC a CPCN for the ILM Project subject to the conditions set out in the Order and Decision; and E. By letter dated December 1, 2008, the British Columbia Public Interest Advocacy Centre, on behalf of its client, the BC Old Age Pensioners Organization et al. By letter dated December 15, 2008, BCTC advised the Commission that it had reviewed the BCOAPO cost award application and finds that it is substantially consistent with the Commission’s PACA Guidelines; and G. The Commission has reviewed the application for cost award with regard to the criteria and rates set out in Order G‐72‐07. NOW THEREFORE pursuant to Section 118(1) of the Utilities Commission Act, the Commission awards funds to BCOAPO in the amount of $17,703.00 with respect to its participation in the proceeding. BCTC is to reimburse the British Columbia Public Interest Advocacy Centre, on behalf of its client, for the amount awarded in a timely manner.
