By letter dated December 9, 2008 the Commission set dates for a Written Phase 1 reconsideration process to consider whether the ESVI has established a prima facie case sufficient to warrant full consideration of its application. BC Hydro is the only party who responded. In its submissions dated December 17, 2008, BC Hydro supported the original decision attached to Commission Order F‐25‐08 and provided reasons why it believes the adjustment to ESVI funding was warranted. ESVI was provided the opportunity to respond to comments by December 23, 2008 but the Commission has not received further comments from ESVI. No submissions were filed with the Commission to support a prima facie case of error and no submissions were received from ESVI to respond to BC Hydro’s comments by the specified date.
