Cote, Commissioner O R D E R WHEREAS: A. On August 27, 2009, the British Columbia Utilities Commission (the “Commission”) received an application (the “Application”) from British Columbia Hydro and Power Authority (“BC Hydro”) proposing amendments to the terms and conditions of its Electric Tariff, Rate Schedules 1702 and 1703, pursuant to sections 58‐61 of the Utilities Commission Act (the “Act”); and B. The proposed amendments create rates applicable to street lighting fixtures fitted with automated dimming controls; and C. BC Hydro expects street lighting fixtures fitted with automated dimming controls to encourage energy conservation, furthering BC Hydro Power Smart objectives, and allowing customers pay less for street lighting energy; and D. The Province has demonstrated its support for dimming technology by awarding $1.3 million to northern B.C. municipalities to implement dimming on 8,000 to 10,000 street lights; and E. The Application includes letters from the Cities of Burnaby, Delta, Prince George, and Vancouver supporting the proposed amendments; and F. BC Hydro sent copies of the Application to Stakeholders – parties who registered as Intervenors in the BC Hydro 2009‐10 Revenue Requirements proceeding; and G. BC Hydro proposes January 1, 2010 as the effective date for the revised Rate Schedules. To accomplish this, BC Hydro proposes an expedited review, limited to written submissions from Stakeholders. 2 NOW THEREFORE the Commission orders as follows: 1. The regulatory review process will be by written submissions from Stakeholders. Stakeholders should submit their comments by October 9, in accordance with the Regulatory Timetable attached as Appendix A to this Order. 2. BC Hydro is directed to add the Insurance Corporation of British Columbia (“ICBC”) to the list of Stakeholders for the review, and to send ICBC a copy of the Application as soon as practicable.
