On March 16, 2007 the Insurance Corporation of British Columbia (“ICBC”) submitted an application to the British  Columbia Utilities Commission (the “Commission”) for approval of the 2007 Revenue Requirements for Universal  Compulsory Automobile Insurance (“Basic Insurance”) (the “2007 RRA”).  In the 2007 RRA proceeding, the topic of a  more cost‐effective regulatory regime was discussed and ICBC indicated that it was open to a discussion of alternative  approaches to the regulatory process for establishing rates for Basic Insurance; and    B. On January 9, 2008 the Commission issued its Decision regarding the 2007 RRA.  The Commission noted there had been  discussions about a better, more cost‐effective regulatory process and agreed that the matter must be addressed at  some point, but stated that the future regulatory process was not in the scope of the proceedings regarding the 2007  RRA; and    C. On May 12, 2009 ICBC submitted an application to the Commission for an Order Specifying the Form and Content of,  and Review Process for, ICBC’s Universal Compulsory Automobile Insurance Revenue Requirements Applications  Meeting Specified Criteria (the “Streamlined Regulatory Process Application” or “Application”); and    D. On May 12, 2009 ICBC proposed a regulatory timetable consisting of an Information Session, a Working Session, and if  necessary a second Working Session; and    E. On May 26, 2009 the Commission issued Order G‐58‐09 setting the Regulatory Timetable: and     F. On July 13, 2009 ICBC held a Second Working Session with respect to the Streamlined Regulatory Process Application;  and    H. On August 14, 2009 ICBC submitted to the Commission a proposed Revised Regulatory Timetable including an expected  filing deadline for the Amended Application in mid to late September; and    I. On August 18, 2009 the Insurance Bureau of Canada (“IBC”) submitted comments on ICBC’s proposed Revised  Regulatory Timetable noting its agreement with the timetable under the assumption that IBC would be provided with  the opportunity to submit information requests (IR’s); further, the IBC requested that IR’s on the Amended Application  be submitted no earlier than October 19, 2009; and     J. The Commission has reviewed ICBC’s proposed regulatory process and considers that the establishment of a Revised  Regulatory Timetable for the Streamlined Regulatory Process Application is necessary and in the public interest.      NOW THEREFORE the Commission orders as follows:    1. ICBC will file an Amended Application with respect to the Streamlined Regulatory Process Application no later than  4:00 p.m. Friday, September 25, 2009.    2. Intervenors intending to apply for participant assistance must submit a budget estimate by Monday, September 21,  2009, consistent with the Commission’s Participant Assistance/Cost Award Guidelines and Order G‐72‐07.  Copies are  available upon request or can be downloaded from the Commission’s web site at http://www.bcuc.com.    3.
