V7X 1V5 Dear Ms. Fraser and Ms. Sofield: Re: British Columbia Utilities Commission Project No. 3698545/Order G‐30‐09 Inquiry into British Columbia’s Long‐Term Transmission Infrastructure Requests dated September 24, 2009 for an Extension to Filing Deadline By Order G‐47‐09 dated May 4, 2009 (Exhibit A‐7), the British Columbia Utilities Commission (“Commission) released a Preliminary Inquiry Schedule stating that British Columbia Hydro and Power Authority (“BC Hydro”), the British Columbia Transmission Corporation (“BCTC”) and FortisBC Inc. (“Fortis”) would file their base data, initial scenarios and the transmission implications of those scenarios by September 18, 2009. On September 17, 2009, the Commission received letters from both BC Hydro and BCTC requesting an extension for the filing of their initial evidence until September 25, 2009 (Exhibits B1‐8 and B2‐11). On September 21, 2009, the Commission issued Letter L‐80‐09 granting the requests of BC Hydro and BCTC to extend the deadline for filing their preliminary evidence until September 25, 2009. On September 24, 2009, the Commission again received letters from both BC Hydro and BCTC requesting an extension for the filing of their initial evidence until October 2, 2009 (Exhibits B1‐9 and B2‐12). The Commission received two letters of comment, one from Energy Solutions for Vancouver Island et al. (Exhibit C58‐6) that supports BCTC’s request for an extension, and another from Ocean Renewable Energy Group (Exhibit C4‐6) indicating that BCTC’s completion of the filing within two months of the consultation meeting is acceptable. …/2
LETTER NO. L‐84‐09 2 The Commission is concerned about the continued delays in initial evidence filing and the impact these delays may have on the ability of Participants to prepare for the upcoming Regional Sessions and the overall Inquiry timeline. The Commission is required by the terms of reference issued by the Minister of Energy, Mines and Petroleum Resources to issue its draft report by June 30, 2010, and the Commission intends to make every effort to meet that deadline. The Preliminary Inquiry Schedule established a late November deadline for the Utilities to file their submissions and the Commission notes that this latest request for a delay puts significant pressure on the Utilities to meet the November deadline. The Commission grants the requests of BC Hydro and BCTC to extend the deadline for filing their preliminary evidence until October 2, 2009 and expects the Utilities to make every effort to maintain a schedule that allows the Commission to issue its draft report by the date required by the terms of reference.
