On March 16, 2007 the Insurance Corporation of British Columbia (“ICBC”) submitted an application to the British Columbia Utilities Commission (the “Commission”) for approval of the 2007 Revenue Requirements for Universal Compulsory Automobile Insurance (“Basic Insurance”) (the “2007 RRA”). In the 2007 RRA proceeding, the topic of a more cost‐effective regulatory regime was discussed and ICBC indicated that it was open to a discussion of alternative approaches to the regulatory process for establishing rates for Basic Insurance; and B. On January 9, 2008 the Commission issued its Decision regarding the 2007 RRA. The Commission noted there had been discussions about a better, more cost‐effective regulatory process and agreed that the matter must be addressed at some point, but stated that the future regulatory process was not in the scope of the proceedings regarding the 2007 RRA; and C. On May 12, 2009 ICBC submitted an application to the Commission for an Order Specifying the Form and Content of, and Review Process for, ICBC’s Universal Compulsory Automobile Insurance Revenue Requirements Applications Meeting Specified Criteria (the “Streamlined Regulatory Process Application” or “Application”); and D. ICBC proposed a regulatory timetable consisting of an Information Session, a Working Session, and if necessary a second Working Session; and E. The Commission has reviewed ICBC’s proposed regulatory process and considers that the establishment of a Regulatory Timetable for the Streamlined Regulatory Process Application is warranted. ICBC is to hold an Information Session with respect to the Streamlined Regulatory Process Application commencing at 9:00 a.m. Tuesday, July 7, 2009, in the Commission Hearing Room on the 12 th Floor, 1125 Howe Street, Vancouver, BC. A Regulatory Timetable is attached as Appendix A to this Order. 2. A Working Session with respect to the Streamlined Regulatory Process Application will commence at a time to be determined following the Information Session on Tuesday, July 7, 2009, in the Commission Hearing Room on the 12th Floor, 1125 Howe Street, Vancouver, BC. If necessary, a second Working Session will take place on Monday, July 13, 2009 commencing at 9:00 a.m. in the same location. Upon completion of the Working Sessions, the Commission will establish further process to review the Application. 3. ICBC will publish, by Tuesday, June 16, 2009, in display‐ad format, the Notice of the Information Session and Working Sessions, in the following local news publications so as to properly provide adequate notice to the public: Cranbrook Daily Townsman/Kimberly Daily Bulletin, Dawson Creek Daily News, Fort St. John Alaska Highway News, Kamloops Daily News, Kelowna Daily Courier, Alberni Valley Times, Nanaimo Daily News, Nelson Daily News, Penticton Herald, Prince George Citizen, Prince Rupert Daily News, Trail Daily Times, Victoria Times Colonist, Vancouver Sun, and Vancouver Province. 4. ICBC is to provide a copy of this Order and Regulatory Timetable to all parties who participated in the proceedings regarding the 2007 Revenue Requirements Application and to those who participated in other ICBC regulatory proceedings in 2008. 5. Those persons wishing to participate in the Information Session and Working Sessions are to advise the Commission Secretary in writing or by electronic submission of their intention to do so, no later than Thursday, July 2, 2009. 6. Intervenors and Interested Parties should register with the Commission, in writing or electronic submission, by Thursday, July 2, 2009. Intervenors are to state the nature of their interest in the proceeding. 7.
