for approval of Mitigation Plans

required for compliance with Mandatory Reliability Standards

O  R  D  E  R

WHEREAS:

A.            Commission Order G-67-09 required entities that are subject to approved Mandatory Reliability Standards, to file mitigation plans outlining steps they will take to comply with standards they are not currently in compliance with; and

 

B.      The Western Electricity Coordinating Council (WECC) has reviewed the Mitigation Plans submitted by Tolko Industries Ltd. and has recommended certain Plans for acceptance or dismissal; and

 

C.      The WECC recommends Mitigation Plan for the Reliability Standard CIP-001-01 Requirements 1, 2, 3, and 4 be accepted (subject to requirements of sections 5.2, 5.4, and 5.5 of the Compliance Monitoring Program); and

 

D.      The WECC recommends Mitigation Plans for the following Reliability Standards be dismissed:

  IRO-004-1 R4 (no violation);

  IRO-005-2 R13 (no violation);

  IRO-005-2a R13 (no violation);

  IRO-005-3 R6, R10 (no violation);

  VAR-STD-002b-1, WR1  (no violation);

  VAR-002-1.1b, R1, R2 R3  (recommendation that Tolko not be subject to these requirements);

  VAR-002-1.1a R1, R2, R3 (no violation);

  TOP-002-2 R13, R14 (no violation);

  TOP-001-1 R3 (no violation);

  MOD-024-1 R3 (Std not adopted by British Columba Utilities Commission);

  MOD-025-1 R3 (Std not adopted by British Columba Utilities Commission);

  MOD-010-0 R1 (no violation);

  MOD-012-0 R1 (no violation);

  PRC-016-0.1 R1, R2, R3 (Recommendation that Tolko not be subject to R1,

No violations for R2 and R3);

  PRC-015-1 R1, R2 (Recommendation that Tolko not be subject to R1 and R2);

  PRC-004-1 R2, R3 (Recommendation that Tolko not be subject to R2 and R3);

  PRC-001-1 R2, R3, R5 (no violation).

 

 

NOW THEREFORE pursuant to section 125.2 (10) of the Utilities Commission Act, the Commission accepts the WECC’s recommendations and approves acceptance or dismissal of the Mitigation Plans, as listed above.
