O R D E R
WHEREAS:
A. British Columbia Utilities Commission (Commission) Order G‐123‐09 approved Rules of Procedure, including a Compliance Monitoring Program appended thereto, setting out the administrative framework for the monitoring of compliance with adopted reliability standards in British Columbia, and appointed the Western Electricity Coordinating Council (WECC) as the Commission’s Administrator to assist the Commission in carrying out its functions related to reliability standards in the manner described in the Administration Agreement between WECC and the Commission dated October 8, 2009;
B. Pursuant to the Compliance Monitoring Program WECC has proposed an Implementation Plan for the calendar year 2011 for Commission approval, including a list of minimum reliability standards to be actively monitored, methods to be used for monitoring, an Audit Plan, Self‐Certification Program and Schedule, Periodic Information Submittal requirements and Exception Reporting process;
C. The Commission has reviewed and considered the Implementation Plan submitted by WECC and determined that it should be approved.
NOW THEREFORE pursuant to section 125.2 of the Utilities Commission Act the Commission orders as follows:
1. The Commission approves the Implementation Plan as attached as Appendix 1 to this Order and orders that entities subject to reliability standards in British Columbia shall comply with the terms of the Implementation Plan for purposes of the monitoring of compliance with adopted British Columbia reliability standards, unless otherwise ordered by the Commission.
2. WECC will send notification of the location of the approved Implementation Plan on the WECC website to entities that are registered as functional entities in British Columbia with respect to the reliability standards adopted by the Commission.
