Tappenvale Farm Stray Voltage Complaint
By email dated March 29, 2007, Mr. Bill Kennedy of Tappenvale Farm requested information from the British Columbia Utilities Commission (the Commission) about allowable levels of voltage on electrical power neutral lines. This inquiry developed into the Tappenvale Farm stray voltage complaint (the Complaint).
British Columbia Hydro and Power Authority (BC Hydro) filed the Kinectrics Inc. (Kinectrics) report dated June 16, 2010 under an Action Plan requested by the Commission, and on December 17, 2010 filed the signed form of a supplementary Kinectrics report dated November 18, 2010. Further to letters from BC Hydro and Mr. Wallace dated December 22, 2010, the Commission establishes a written comment process for the Complaint and the Regulatory Timetable that is set out in Appendix A of this Letter.
Mr. Wallace proposes that the scope of the Information Requests should include related BC Hydro operational activities and its knowledge of matters related to Tappenvale Farm. Mr. Wallace submits that limiting the Information Requests to the two Kinectrics reports, as BC Hydro proposes, would unfairly redefine and limit the Complaint. The Kinectrics testing was carried out and the two reports were prepared in accordance with the BC Hydro Action Plan that the Commission accepted, and therefore the Commission expects that Information Requests will focus mainly on these reports. Nevertheless, in order to comprehensively address the Complaint, the scope of Information Requests to BC Hydro may include related BC Hydro operational activities and its knowledge of matters related to Tappenvale Form, as long as the questions are relevant to the Complaint.
A very large amount of correspondence has been exchanged related to the Complaint; much of the correspondence has been informal and often it was related to the changes that have been made to the electrical systems of Tappenvale Farm and BC Hydro in attempts to improve the situation. In order to focus on the
current situation, the Commission establishes the Preliminary Exhibit List for the Tappenvale Farm Complaint as set out in Appendix B to this Letter. If Tappenvale Farm or BC Hydro wishes to add additional past correspondence or documents to the Exhibit List, they should apply to do so by Wednesday, January 12, 2011. For clarity, this refers to the filing of old documentation related to the Complaint, and not to Written Evidence that Tappenvale Farm may wish to file by February 10, 2011.
