TO:         BC Hydro Rate Schedule 1823 Customers

Dear Sir/Madam:

Re:  British Columbia Hydro and Power Authority

Transmission Service Rate
Customer Baseline F2010 and F2011 Application

On October 4, 2010 British Columbia Hydro and Power Authority (BC Hydro) filed an application seeking British Columbia Utilities Commission (Commission) approval of:

i.         Final Adjusted F2010 CBLs, effective April 1, 2009, and the placement of certain customers on Rate Schedule 1823A during F2010;

ii.       Interim F2011 CBLs, effective April 1, 2010, and the continuation of, or placement of, certain customers, on RS 1823A during F2011; and

iii.      Continuance of Interim F2010 CBLs for two specific customers with unique circumstances.

Per section 6.2.1 of Tariff Supplement No. 74 – CBL Determination Guidelines, BC Hydro has submitted all F2011 CBL determinations and any required adjustments to the F2010 CBLs to the customer for review and comment.

BC Hydro is being requested to provide each RS 1823 customer with a copy of this letter and Order G-176-10 by December 3, 2010.

Each RS 1823 customer is requested to inform the Commission by December 17, 2010 as to whether it disputes its Adjusted F2010 CBL or Interim F2011 CBL as proposed by BC Hydro.

If a customer does not advise the Commission of a dispute by December 17, 2010, the Commission will conclude that the customer agrees with the CBLs proposed by BC Hydro.  After receiving the responses, the Commission will determine what further process, if any, is required.

                                                                                                                                Yours truly,

                                                                                                                                Erica M. Hamilton
