for Dismissal of Records for Possible Violations of Mandatory Reliability Standards

O  R  D  E  R

WHEREAS:

A.       Commission Order G-67-09 required entities subject to approved mandatory reliability standards to file mitigation plans outlining how they plan to meet compliance with standards they were not in compliance with;

 

B.       The Compliance Monitoring Program approved by Order G-123-09 requires that an entity file a mitigation plan for every confirmed violation to a standard requirement and that the Western Electricity Coordinating Council (WECC), as the Commission’s administrator, review the mitigation plan and make a recommendation to the Commission;

 

C.       On November 30, 2011, WECC recommended the Commission approve the dismissal for British Columbia Hydro and Power Authority (BC Hydro) of records for possible violations of TOP-001-1 R3, R4, and R6 and TOP-002-2 R13, R15 and R18, including any related mitigation plans.  WECC determined that these standards and requirements are event driven and that no event occurred to warrant a violation.  WECC therefore concluded that no violation occurred;

 

D.       On December 9, 2011, WECC recommended the Commission approve the dismissal for BC Hydro of records for possible violations of INT-004-2 R2, IRO-STD-006-0 WR1, and VAR-002-1 R2, R4, and R5, including any related mitigation plans.  WECC also determined that these standards and requirements are also event driven and that no violation occurred.

 

 

NOW THEREFORE pursuant to section 125.2 (10) of the Utilities Commission Act, the Commission accepts the WECC recommendations and approves the dismissal of records for possible violations as identified above.
