Rate Schedule 09 Loss Compensation Service

O R D E R

WHEREAS:

A.      On February 17, 2011, British Columbia Hydro and Power Authority (BC Hydro), pursuant to sections 58 to 61 of the Utilities Commission Act, submitted to the British Columbia Utilities Commission (Commission) an application to amend the termination date applicable to Loss Compensation Service (LCS), as provided under the terms of Open Access Transmission Tariff (OATT) Rate Schedule 09, from March 1, 2012 to March 1, 2013 (Application);

B.      LCS is one of the ancillary services that BC Hydro offers to its OATT customers. Under the OATT, BC Hydro, as the transmission provider (Transmission Provider), is not obligated to provide real power losses associated with transmission services; BC Hydro nonetheless offers the service to its OATT customers who may elect to self-supply losses on their transmission services or to purchase LCS from the Transmission Provider pursuant to its Rate Schedule 09;

C.      On February 7, 2012, BC Hydro posted a bulletin on its website notifying its OATT customers that it planned to request a one-year extension of its existing LCS and requested that any comments be submitted by February 15, 2011. BC Hydro did not receive comments from its OATT customers pursuant to that bulletin;

D.      Upon filing this Application with the Commission, BC Hydro sent a copy to its OATT customers and other stakeholders. The Commission has not received any comments from BC Hydro’s OATT customers or other stakeholders pursuant to this filing;

E.       The Commission has considered the Application and finds its approval is warranted.

NOW THEREFORE the Commission approves the Application to amend the termination date applicable to Loss Compensation Service, as provided under the terms of OATT Rate Schedule 09, from March 1, 2012 to March 1, 2013.
