Application for Approval to Change Gas Cost Recovery Charge for

Propane Service at Panorama Mountain Resort

O  R  D  E  R

WHEREAS:

 

A.      By Order G-102-13 dated June 27, 2013, the British Columbia Utilities Commission (Commission) approved an increase in the Gas Cost Recovery Charge (GCR Charge) for Panorama Mountain Resort from $7.684 to $11.561 per gigajoule (GJ), effective July 1, 2013;

 

B.      On September 20, 2013, Corix Multi Utility Services Inc. (Corix) filed an application with the Commission to change the GCR Charge for Propane Services at Panorama Mountain Resort, effective October 1, 2013 (Application);

 

C.      On September 26, 2013, Corix filed a revised application with the Commission that replaces the original Application dated September 20, 2013 (Revised Application);

 

D.      In the Revised Application, Corix estimates that the Gas Cost Reconciliation Account (GCRA) will have a credit balance of $33,616 as at September 30, 2013;

 

E.       Corix proposes to adjust the GCR Charge to increase by $2.062 per GJ from the current GCR Charge to a rate of $13.622 per GJ to reflect an anticipated higher cost of propane supply and to adjust for the GCRA credit balance;

 

F.       The proposed rate in the Revised Application is equivalent to a $72 per year or 9.2 percent increase for a typical residential customer and a $2,577 per year or 11.7 percent increase for a typical commercial customer.  In the Revised Application, Corix included a customer notice explaining the rate change effect on a customer’s bill;

 

G.     Corix requested that the propane price information filed as Attachment A of the Revised Application be held confidential due to its commercially sensitive nature; and

 

H.      The Commission has reviewed the Revised Application and considers that the requested rate change and the confidentiality request of Attachment A are warranted.

 

 

NOW THEREFORE pursuant to section 61(4) of the Utilities Commission Act, the Commission orders as follows:

 

1.       The requested increase to the Gas Cost Recovery Charge from $11.561 to $13.622 per gigajoule is approved for Panorama Mountain Resort, effective October 1, 2013.

 

2.       Corix Multi Utility Services Inc. must notify all customers of the rate change and the effect it will have on their bills.

 

3.       The information in Attachment A of the Revised Application will be held confidential as requested by Corix to protect commercially sensitive information.
