O  R  D  E  R

 

WHEREAS:

 

A.      By Order G-2-13 dated January 10, 2013, the British Columbia Utilities Commission (Commission) approved a decrease in the Gas Cost Recovery Charge (GCR Charge) for Panorama Mountain Resort from $8.570 to $7.684 per gigajoule (GJ), effective January 1, 2013;

 

B.      On June 18, 2013, Corix Multi Utility Services Inc. (Corix) filed an application with the Commission to change the GCR Charge for Propane Services at Panorama Mountain Resort, effective July 1, 2013 (Application);

 

C.      In the Application, Corix estimates that the Gas Cost Reconciliation Account (GCRA) has a credit balance of $33,953 (funds owed to customers) as of June 30, 2013;

 

D.      Corix proposes to adjust the Corix GCR Charge to increase by $3.877 per GJ from the current GCR Charge to a rate of $11.561 per GJ to reflect an anticipated higher cost of propane supply and to adjust for the GCRA credit balance;

 

E.       The proposed rate in the Application is equivalent to a $136 per year or 20.9 percent increase for a typical residential customer and a $4,846 or 28.4 percent increase for a typical commercial customer.  In the Application, Corix included a customer notice explaining the rate change effect on a customer’s bill;

 

F.       Corix requested that the propane price information filed as Attachment A of the Application be held confidential due to its commercially sensitive nature;

 

G.     The Commission has reviewed the Application and considers that the requested rate change is warranted.

 

 

NOW THEREFORE pursuant to section 61(4) of the Utilities Commission Act, the Commission orders as follows:

 

1.       The requested increase to the Gas Cost Recovery Charge from $7.684 to $11.561 per GJ is approved for Panorama Mountain Resort, effective July 1, 2013. 

 

2.       Corix must notify all customers affected by the rate change.

 

3.       The Commission will hold the information in Attachment A of the Application confidential as requested by Corix to protect commercially sensitive information.
