O R D E R
WHEREAS:
A. On October 25, 2013, British Columbia Hydro and Power Authority (BC Hydro) filed, pursuant to sections 58 to 61, 89 and 90 of the Utilities Commission Act and section 15 of the Administrative Tribunals Act the Application with the British Columbia Utilities Commission (Commission) for approval of F2013 customer baseline loads (CBLs), on a final and permanent basis effective April 1, 2012, and F2014 CBLs, on an interim basis effective April 1, 2013, for Transmission Service Rate customers billed on BC Hydro’s Rate Schedule (RS) 1823. BC Hydro also sought approval to bill certain customers on RS 1823 Energy Charge A;
B. BC Hydro also requested the approval on a final and permanent basis of a Final Adjusted F2011 (Final F2011) CBL and a Final Adjusted F2012 (Final F2012) CBL and the interim approval of the Interim F2013 CBL for Howe Sound Pulp and Paper (HSPPC) Ontario Street and Port Mellon accounts as identified in Table A-1 of Appendix A of the Application. The CBLs for the two HSPPC accounts have been interim since the beginning of F2011 in accordance with Commission Order G-9-13;
C. The Application did not include Final F2013 CBLs or Interim F2014 CBLs for 19 customer sites for which the CBL annual review process is not yet complete. BC Hydro advised that it continues to work with the identified customers to complete their Final F2013 and Interim F2014 CBL determinations for which BC Hydro will seek Commission approval by separate application. Pending such further application the Interim F2013 CBLs will continue to apply for these customer accounts (with the exception of HSPPC) in accordance with Commission Order G-9-13;
D. BC Hydro stated that per section 6.2.1 of the CBL Guidelines, BC Hydro has submitted, as shown in Appendix D of the Application, all CBL determinations reflected in the Application to the customers for review and comment prior to filing the Application;
E. Appendix B of the Application contains copies of the CBL determinations prepared by BC Hydro and signed by the customers;
F. BC Hydro has requested that the filing and associated documents remain confidential due to their commercially sensitive nature;
G. The Commission has reviewed the Application and considers that its approval is warranted.
NOW THEREFORE pursuant with sections 58 to 61 of the Utilities Commission Act the Commission orders as follows:
1. The Final Adjusted F2013 CBLs, effective April 1, 2012, and the placement of specified customers on RS 1823 Energy Charge A during F2013 in the column identified as “Final Adjusted F2013 CBL for Final Approval” contained in Appendix A of the Application are approved on a final and permanent basis.
2. The F2014 Interim CBLs, effective April 1, 2013, and the placement of specified customers on RS 1823 Energy Charge A in the column identified as “Interim F2014 CBL for Interim Approval” contained in Appendix A of the Application are approved on an interim basis until further application by British Columbia Hydro and Power Authority.
3. The Final Adjusted F2011 CBL, effective April 1, 2010, and Final Adjusted F2012 CBL, effective April 1, 2011, for the HSPPC Ontario Street and Port Mellon accounts as shown in Table A-1 of Appendix A of the Application are approved on a final and permanent basis.
4. The F2013 Interim CBLs, effective April 1, 2012, for the HSPPC Ontario Street and Port Mellon accounts contained in Table A-1 of Appendix A are approved on an interim basis.
5. To protect commercially sensitive information, all customer specific information contained in the Application will be kept confidential as requested by BC Hydro.
