Request for Clarification

 

On February 29, 2013, the British Columbia Utilities Commission (Commission) issued Order G-29-13 and the accompanying Reasons for Decision in regard to FortisBC Energy Inc.’s 2012 Biomethane Application.  By letter dated March 1, 2013, FortisBC Energy Inc. (FEI) filed a Request for Clarification on two points (Exhibit B-11).

 

In its first point, FEI notes that Item 1 of Order G-29-13 requests that FEI “confirms to the Commission by
March 6, 2013, that natural gas non-bypass customers bear no actual or potential risk for unsold biomethane pending the outcome of the 2012 Biomethane Application.”  FEI seeks clarification that the Commission is requesting confirmation that natural gas non-bypass customers bear no actual potential risk for unsold biomethane from the four new supply contracts.

 

The Commission Panel confirms that Item 1 of Order G-29-13 refers only to the four new supply contracts.  It makes no determinations on the three existing supply contracts.

 

In its second point, FEI notes that on page 6 of the Reasons for Decision to Order G-29-13 the Panel “confirms that the interconnection costs for these four projects will not be borne by the suppliers.”  FEI seeks clarification that if the interconnection costs for the four new supply projects were accepted, then the costs would be borne by all non-bypass customers in accordance with the terms of approval for the Pilot Program.

 

On this second point, the Commission Panel clarifies that in the course of the 2012 Biomethane Application, the


 

Panel will determine the allocation of the interconnection costs for these four projects between biomethane customers and non-bypass customers.
