Application for Approval of a Multi-Year Performance
Based Ratemaking Plan for 2014 through 2018
On June 10, 2013, FortisBC Energy Inc. (FEI) filed its Application for Approval of a Multi-Year Performance
Based Ratemaking Plan for 2014 through 2018 (PBR Application). As part of the PBR Application, FEI, FortisBC Energy (Vancouver Island) Inc. and FortisBC Energy (Whistler) Inc. (together the FEU) requested acceptance, pursuant to section 44.2 of the Utilities Commission Act (Act) of an expenditure schedule for Energy Efficiency and Conservation (EEC) expenditures from 2014 to 2018. This included a request for EEC funding of $33,256 thousand for 2014.
On December 12, 2013, the FEU requested under section 44.2 of the Act up to $15 million in final (not interim) funding in order to continue existing EEC activity from January 1 2014 until such time as a final Decision on the Application is released. FEI notes that the FEU would limit the EEC expenditures to continuation of previously approved programs.
In addition, FEU
are requesting that the framework for EEC expenditures (including financial
treatment), approved by Order
G-44-12 (p. 151) for the 2012/13 test period only, would continue for the
purpose of these expenditures subject to a final order of the Commission in
this proceeding.
The Commission Panel is seeking submissions on this Application from Interveners, with reply submissions by the Applicant if required, in accordance with the Regulatory Timetable indicated:
