Cape Scott Wind Limited Partnership

An Application for Registration as Responsible Entity for certain functions required

for Compliance with Mandatory Reliability Standards

O  R  D  E  R

 

WHEREAS:

 

A.      Section 125.2 of the Utilities Commission Act (UCA) assigns exclusive jurisdiction to determine whether a “reliability standard,” as defined in the Act, is in the public interest and should be adopted in British Columbia by the British Columbia Utilities Commission (Commission);

 

B.      Order G-123-09 approved the Registration Manual for entities subject to adopted Mandatory Reliability Standards and required that entities subject to the standards register with the Commission;

 

C.      The Registration Manual requires that the Western Electricity Coordinating Council (WECC) in its role as the Commission’s Administrator for the BC Mandatory Reliability Standards Program (BC MRS Program) review and recommend registration for all applicable Entities and allows 21 days for Entities to comment to the Commission on WECC’s recommendations;

 

D.      On February 21, 2014, WECC recommended that Cape Scott Wind Limited Partnership (Cape Scott Wind) be registered for the functions of Transmission Owner , Generator Owner  and Generator Operator  with the BC MRS Program;

 

E.       On March 6, 2014, WECC issued a subsequent Recommendation of Registration for Cape Scott Wind which included language reminding Cape Scott Wind that in accordance with section 3.2(c) of the Registration Manual for the BC MRS Program, Cape Scott Wind has 21 days to respond to the recommendation.  The letter informed Cape Scott Wind further that the 21 day period had commenced with the Recommendation of Registration dated February 21, 2014, and if Cape Scott Wind required additional time to respond, they were to inform the Commission;

 

F.       Cape Scott Wind did not provide a letter of objection within the required period and on March 25, 2014, confirmed by telephone with Commission staff that they had no objection to the recommendation

 

G.     The Commission considers WECC’s recommendation to register Cape Scott Wind for the functions of Transmission Owner, Generator Owner and Generator Operator with the BC MRS Program is warranted.

 

 

NOW THEREFORE pursuant to section 125.2(10) of the Utilities Commission Act and in accordance with the Registration Manual, the British Columbia Utilities Commission Orders that Cape Scott Wind Limited Partnership be registered for the functions of Transmission Owner, Generator Owner and Generator Operator, recommended by the Western Electricity Coordinating Council.
