Dear Mr. Blumes:

Re:  Stargas Utilities Ltd.

Application Seeking Approval for 2016/2017 and 2017/2018 Winter Purchase Plan

On November 30, 2015, Stargas Utilities Ltd. (Stargas) filed for acceptance of a winter purchase plan to mitigate price volatility by securing natural gas commodity for the winter period during the 2016/2017 and 2017/2018 fiscal years.

The British Columbia Utilities Commission (Commission) reviewed the filing and accepts the 2016/2017 and 2017/2018 winter purchase plan as in the public interest.

As requested by Stargas, the Commission will hold the filing confidential due to its commercially sensitive nature, the disclosure of which could impact Stargas’ ability to obtain favourable commercial terms for future natural gas supply contracts on behalf of its customers.

The Commissions expects that Stargas will file the contracts, if executed, in a timely manner, pursuant to section 71 (1) of the Utilities Commission Act.

                                                                                                                                Yours truly,

                                                                                                                                Erica Hamilton
