ORDER
WHEREAS:
A. On April 1, 2016, pursuant to sections 59 to 61, 89 and 90 of the Utilities Commission Act (UCA), Creative Energy Vancouver Platforms Inc. (Creative Energy) filed with the British Columbia Utilities Commission (Commission) its 2016-2017 Revenue Requirements Application for steam service and Northeast False Creek (NEFC) hot water service, and a rate design for NEFC (Application);
B. BC Sustainable Energy Association and the Sierra Club of British Columbia, British Columbia Old Age Pensioners’ Organizations et al., Commercial Energy Consumers Association of BC, FortisBC Energy Inc., and FortisBC Alternative Energy Services Inc. registered as Interveners;
C. By Order G-49-16 dated April 12, 2016, the Commission established, among other things, a written public hearing process and a regulatory timetable to review the Application which was further updated and amended by Orders G-67-16 on May 12, 2016, G-70-16 on May 18, 2016 and G-92-16 on June 20, 2016;
D. The Application was reviewed through two rounds of information requests, followed by written final arguments and a reply by Creative Energy;
E. During the review of the Application, the Commission also received submissions from the parties on Creative Energy’s request for an extension to a Phase I rate design application regarding the recovery of fuel costs which the Commission later approved;
F. The following interveners filed Participant Assistance/Cost Award (PACA) applications with the Commission with respect to their participation in the proceeding:

G. By letter dated September 30, 2016, Creative Energy provided its comments on the PACA applications;
H. On November 18, 2016, by Order G-167-16, the Commission issued its final Decision on the Application; and
I. The Commission has considered Creative Energy’s comments and reviewed the PACA applications in accordance with the criteria and rates set out in the PACA Guidelines attached to Commission Order G-72-07 and conclude that the cost awards should be approved as requested.
NOW THEREFORE pursuant to section 118(1) of the Utilities Commission Act, the Commission orders as follows:
1. Funding is awarded to the following interveners in the listed amounts for their participation in the Creative Energy Vancouver Platforms Inc. application for approval of 2016-2017 Revenue Requirements and Rate Design for Northeast False Creek proceeding:

2. Creative Energy Vancouver Platforms Inc. is directed to reimburse the above-noted participants for the awarded amount in a timely manner.
