ORDER

WHEREAS:

 

A.      On January 12, 2017, the Western Electricity Coordinating Council (WECC) submitted a revised 2017 Audit Schedule, Appendix B to the 2017 Implementation Plan, for Commission approval removing Catalyst Paper - Powell River (CP Powell River) from the 2017 Audit Schedule;

B.      British Columbia Utilities Commission (Commission) Order G-123-09 approved the Rules of Procedure for Reliability Standards in British Columbia (ROP), including the Compliance Monitoring Program (CMP) appended thereto, setting out the administrative framework for monitoring compliance with adopted Reliability Standards in British Columbia and most recent revisions to the ROP and CMP were approved by Commission Order R-34-15, dated June 3, 2015;

C.      Commission Order G-123-09 appointed WECC as the Commission’s Administrator to assist the Commission in carrying out its functions related to Reliability Standards in the manner described in the Administration Agreement between the WECC and the Commission dated October 8, 2009, and renewed August 21, 2014;

D.      Pursuant to section 3.1 of the CMP, by November 1 of each year, the Administrator will propose an Implementation Plan for the following calendar year for Commission approval. By Commission Order R-39-16, dated October 28, 2016, the Commission approved the 2017 Implementation Plan including Appendix A: Actively Monitored Standards List and Appendix B: 2017 Audit Schedule. Pursuant to section 3.1 of the approved 2017 Implementation Plan, WECC will conduct a Compliance Audit of a Balancing Authority and/or Transmission Operator (TOP) every three years and all other Entities may be subject to Compliance Audits every six years or as approved by the Commission;

E.       CP Powell River was scheduled and approved for a Compliance Audit in 2017 because CP Powell River’s last Compliance Audit was in January 2014, and given CP Powell River was registered as a TOP, CP Powell River was due for a Compliance Audit in 2017;

F.       By Commission Order R-43-16, dated December 22, 2016, the Commission deregistered CP Powell River for several functions including TOP and CP Powell River remained registered as a Distribution Provider. As CP Powell River is no longer registered for the TOP function, CP Powell River is not required to undergo a Compliance Audit in 2017, three years after its previous Compliance Audit; and

G.     The Commission reviewed the revised 2017 Audit Schedule as submitted by WECC and considers it warrants approval.

 

NOW THEREFORE pursuant to subsection 125.2(10) of the Utilities Commission Act and section 3.1 of the Compliance Monitoring Program, the British Columbia Utilities Commission orders as follows:

 

1.       The 2017 Audit Schedule, revised to remove Catalyst Paper – Powell River, and attached as Appendix A to this order, is approved.

2.       The revised 2017 Audit Schedule must be posted on the Western Electricity Coordinating Council’s website with links from the British Columbia Utilities Commission’s website throughout the calendar year 2017.

3.       The Western Electricity Coordinating Council may make minor changes to date and time scheduling as required.
