Annual Review of 2018 Rates

ORDER

WHEREAS:

A.      On September 15, 2014, the British Columbia Utilities Commission (Commission) issued its decision and Order G-139-14 for FortisBC Inc. (FBC) approving a Multi-Year Performance Based Ratemaking (PBR) Plan for 2014 through 2019 (PBR Decision). In accordance with the PBR Decision, FBC is to conduct an annual review process to set rates for each year;

B.      On June 23, 2015, the Commission issued its decision and Order G-107-15 in the FBC Annual Review of 2015 Rates application, setting out, among other things, the default regulatory timetable template for future annual reviews to include:

•         Intervener and interested party registration;

•         Commission and Intervener Information Request No. 1;

•         FBC response to Commission and Intervener Information Request No. 1;

•         A workshop, which may include Commission Panel participation,  in a format to be determined at each annual review proceeding;

•         FBC response to undertakings from workshop;

•         Intervener written final argument; and

•         FBC written reply argument;

C.      By letter dated July 17, 2017 and a revised letter dated July 24, 2017, FBC proposes a regulatory timetable for its annual review of 2018 rates; and

D.      The Commission has reviewed FBC’s proposal and considers that establishment of a regulatory timetable for the annual review of FBC’s 2018 rates is warranted.

NOW THEREFORE the Commission orders as follows:

1.       The regulatory timetable for the annual review of FortisBC Inc.’s 2018 rates is established, as set out in Appendix A to this order.

2.       A workshop to review FortisBC Inc.’s 2017 performance results and the 2018 revenue requirements will be held on Thursday, October 24, 2017, commencing at 9:00 a.m. at the Commission Hearing Room on the 12th Floor, 1125 Howe Street, Vancouver, BC.
