Energy Conservation and Innovation Program Funding Application

ORDER

WHEREAS:

 

A.      On December 21, 2018, Pacific Northern Gas Ltd. and Pacific Northern Gas (N.E.) Ltd. (collectively, PNG) applied to the British Columbia Utilities Commission (BCUC), pursuant to section 44.2 of the Utilities Commission Act , for acceptance of the expenditures schedule for PNG’s Energy Conservation and Innovation (ECI) programs for 2019 and 2020 (the Application);

B.      In the Application, PNG also seeks the following additional approvals:

1.       approval granting PNG flexibility in the reallocation of expenditures amongst demand-side measure (DSM) programs and between program years, subject to the total amount not exceeding the total amount of $827,000 sought in this application;

2.       approval to record all DSM expenditures in a rate base regulatory asset deferral account, and to retain the 5-year amortization period for DSM expenditures approved in G-203-15;

C.      The Panel considers that a written public hearing for the review of the Application and establishment of a regulatory timetable are warranted.

NOW THEREFORE the BCUC orders as follows:

 

1.       A written public hearing process is established for the review of the Application, in accordance with the regulatory timetable set out in Appendix A to this order.

2.       PNG shall provide a copy of the Application and this order by no later than Tuesday, January 15, 2019 to British Columbia Old Age Pensioners’ Organization et al., BC Sustainable Energy Association and the Sierra Club of BC; City of Fort St. John; City of Dawson Creek; The District of Tumbler Ridge; Peace River Regional District; City of Prince Rupert; City of Terrace; District Municipality of Kitimat; District of Houston; Town of  Smithers; Village of Burns Lake; District of Vanderhoof and the District of Fort St. James.

3.       Parties who wish to participate in this regulatory proceeding are to register with the BCUC by completing a Request to Intervene Form, available on the BCUC’s website at http://www.bcuc.com/forms/request‐to‐ intervene.aspx, by the date established in the regulatory timetable attached as Appendix A to this order, and in accordance with the BCUC’s Rules of Practice and Procedure attached to Order G‐1‐16.

4.       Parties who wish to receive electronic notification of filings for this proceeding should register online as an interested party available on the BCUC’s website at http://www.bcuc.com/Registration‐ InterestedParty.aspx.
