Fleet Electrification Rate Application

ORDER

WHEREAS:

 

A.      On August 7, 2019, the British Columbia Hydro and Power Authority (BC Hydro) applied to the British Columbia Utilities Commission (BCUC) for approval of rates for two new services, pursuant to sections 58 to 60 of the Utilities Commission Act (Application);

B.      The Application seeks approval of new Rate Schedules (RS) for an Overnight Rate (RS 1640, 1641, 1642, 1643) and a Demand Transition Rate (RS 1650, 1651, 1652, 1653) for optional services at demand equal to or greater than 150 kilowatts (kW) to allow BC Hydro to support the electrification of fleet vehicles and vessels in its service territory, as set out in Appendix B of the Application. BC Hydro proposes that the Demand Transition Rate and the Overnight Rate be approved effective April 1, 2020 and April 1, 2021, respectively;

C.      The BCUC has commenced its review of the Application and considers that establishing a public hearing process and a regulatory timetable are warranted.

 

NOW THEREFORE the BCUC orders as follows:

 

1.       A public hearing process and the regulatory timetable for the review of the Application is established, as set out in Appendix A to this order.

2.       BC Hydro must provide, on or before September 4, 2019, notice of the Application and a copy of this order to all participants in the BC Hydro Stakeholder Engagement Fleet Electrification Rate Design Workshop dated May 28, 2019, all registered interveners participating in the BC Hydro F2020 to F2021 Revenue Requirements Application and the BCUC Inquiry into the Regulation of Electric Vehicle Charging Service (Phase One and Two), and any other parties who have an interest in or may be impacted by the Application including, but not limited to, the following parties in the BC Hydro service territory:

         Municipalities, universities, school districts, hospitals, and other public sector agencies;

         Commercial and public transportation providers (e.g. air, marine, ground);

         Courier and delivery service organizations; and

         Tour and travel organizations.

 

3.       BC Hydro must provide notice of the Application on its Twitter, LinkedIn and Facebook social media platforms, on or before Wednesday, September 4, 2019. It must also publish weekly reminder notices on each of these platforms until the conclusion of the intervener registration period on Wednesday, September 18, 2019.

4.       BC Hydro is directed to make the Application available to the public for inspection at BC Hydro’s head office located on the 16th Floor at 333 Dunsmuir Street, Vancouver, BC and on its website at http://www.bchydro.com.

5.       Parties who wish to participate in the regulatory proceeding may submit a letter of comment, register as an interested party or request intervener status. Parties requesting intervener status must register with the BCUC by completing a Request to Intervene Form, available on the BCUC’s website under Get Involved, by the date established in the regulatory timetable attached as Appendix A to this order and in accordance with the BCUC’s Rules of Practice and Procedure attached to Order G-15-19.

BC HYDRO FLEET ELECTRIFICATION RATE APPLICATION

On August 7, 2019, the British Columbia Hydro and Power Authority (BC Hydro) applied to the British Columbia Utilities Commission (BCUC) for approval of two new rates and rates schedules: 1) a Demand Transition Rate effective April 1, 2020; and 2) an Overnight Rate effective April 1, 2021. Both are available for optional services at demand equal to or greater than 150 kilowatts (kW) to allow BC Hydro to support the electrification of fleet vehicles and vessels in its service territory.

Intervener status is applicable for those who may be directly or sufficiently impacted by the proposed new rates. This may include entities such as: municipalities, school districts, hospitals, tour and travel organizations, delivery and courier services organizations, and other public sector agencies.
