ORDER
WHEREAS:
A. On August 26, 2019, FortisBC Energy Inc. (FEI) filed with the British Columbia Utilities Commission (BCUC) an application to decrease the Receipt Point Fuel Gas Percentage at Compressor Station 2 from 5.3 to 4.6 percent and maintain the current Fuel Gas Percentage of 1.3 percent at AECO Receipt Point, effective November 1, 2019 (Application);
B. On October 15, 2019, BCUC issued Order G-247-19, in which the BCUC approved a decrease to the Receipt Point Fuel Gas Percentage at the Station 2 Receipt Point from 5.3 to 4.6 percent and approved an unchanged Receipt Point Fuel Gas Percentage of 1.3 percent at AECO Receipt Point, effective November 1, 2019. The BCUC also directed FEI to submit a new application to amend the Receipt Point Fuel Gas Percentages based on the most current information available (Amended Application);
C. On November 4, 2019, FEI submitted the Amended Application to increase the Receipt Point Fuel Gas Percentage at Station 2 Receipt Point from 4.6 percent to 4.8 percent and maintain the current Receipt Point Fuel Gas Percentage of 1.3 percent at AECO Receipt Point, effective January 1, 2020;
D. FEI's Rate Schedule 36 - Commodity Unbundling Service sets out the terms and conditions for marketers participating in the Customer Choice program (Marketers). Article X of Rate Schedule 36 states that FEI reserves the right to adjust the particular Receipt Point Fuel Percentage effective any Entry Date prior to November 1 provided FEI first obtains BCUC approval of such change;
E. In accordance with Article X in FEI's Rate Schedule 36, FEI is required to seek BCUC approval of any changes in the Receipt Point Fuel Percentages and to provide notice to Marketers at least 30 days in advance of the effective date of such change;
F.
Pursuant to BCUC Order G-25-04 and under the
Essential Services Model, all Commodity Providers participating in the Commodity
Unbundling Service are to provide the Receipt Point Fuel Requirement
in-kind to FEI in its role as midstream resource manager;
G. The quantity of Fuel Gas to be provided at each Receipt Point is based on the Receipt Point Fuel Percentages as determined by FEI. FEI must submit a report on Receipt Point Fuel Gas consumption and collection and request any changes by September 1 of each year as set out in BCUC Letter L-49-08; and
H. The BCUC reviewed the Application and considers the increase to the Receipt Point Fuel Percentage at Station 2 is warranted.
NOW THEREFORE pursuant to section 63 of the Utilities Commission Act, the BCUC approves an increase to the Receipt Point Fuel Percentage at the Station 2 Receipt Point from 4.6 percent to 4.8 percent and the continuation of the Receipt Point Fuel Percentage of 1.3 percent at AECO Receipt Point, effective January 1, 2020.
