ORDER
WHEREAS:
A. On August 7, 2019, the British Columbia Hydro and Power Authority (BC Hydro) applied to the British Columbia Utilities Commission (BCUC) for approval of rates for two new services, pursuant to sections 58 to 60 of the Utilities Commission Act (Application);
B. The Application seeks approval of new Rate Schedules (RS) for an Overnight Rate (RS 1640, 1641, 1642, 1643) and a Demand Transition Rate (RS 1650, 1651, 1652, 1653) for optional services at demand equal to or greater than 150 kilowatts (kW) to allow BC Hydro to support the electrification of fleet vehicles and vessels in its service territory, as set out in Appendix B of the Application. BC Hydro proposes that the Demand Transition Rate and the Overnight Rate be approved effective April 1, 2020 and April 1, 2021, respectively;
C. By Order G-198-19 dated August 23, 2019, the BCUC established a public hearing process and the regulatory timetable for the review of the Application, which included, among other things, one round of BCUC and intervener information requests (IRs) to BC Hydro, and further process to be determined following BC Hydro’s filing of responses to IR No. 1;
D. By Order G-295-19 dated November 20, 2019, the BCUC established a further regulatory timetable for parties to make submissions on further process;
E. By November 27, 2019, the BCUC received submissions from Clean Energy Association of B.C., BC Sustainable Energy Association, Association of Major Power Customers of BC, BC Old Age Pensioners’ Organization et al., and the Commercial Energy Consumers Association of British Columbia, all recommending the review to proceed to final arguments;
F. On November 29, 2019, BC Hydro provided its reply submission on further process stating it also supports proceeding to final written arguments and included a proposed timetable; and
G. The BCUC has considered the evidence filed to date and the submissions made by the parties on further process and finds that the remainder of the regulatory timetable for the review of the Application should proceed to final arguments.
NOW THEREFORE the BCUC establishes a further regulatory timetable for the review of the Application, as set out in Appendix A to this order.
