ORDER
WHEREAS:
A. On October 31, 2019, Pacific Northern Gas Ltd. and Pacific Northern Gas (N.E.) Ltd. (PNG(N.E.)) (collectively, PNG) filed for acceptance by the British Columbia Utilities Commission (BCUC) the 2019 Consolidated Resource Plan and expenditure schedule for the Energy Conservation and Innovation (ECI) Portfolio for 2020 to 2022 (2020-2022 ECI Expenditure Schedule), pursuant to sections 44.1 and 44.2 of the Utilities Commission Act (UCA) (together, the Application);
B. By Order G-121-19, dated June 6, 2019, the BCUC accepted the PNG 2019-2020 ECI Expenditure Schedule, excluding the Residential Furnace and Boiler Replacement Program and costs associated with that program;
C. In the Application, PNG also seek the following approvals:
- Flexibility in the reallocation of expenditures among Demand Side Management (DSM) programs and between program years, subject to the total amount not exceeding the total amount of $2,278,000 as per the 2020-2022 ECI Expenditure Schedule; and
- Approval to record all DSM expenditures in a rate base regulatory asset deferral account, and to retain the 5-year amortization period for DSM expenditures approved by BCUC Order G-121-19;
D. By Order G-140-14, dated September 16, 2014, the BCUC accepted PNG’s Resource Plan for its PNG-West pipeline system and the resubmission of the DSM portion of the 2012 Resource Plan for the PNG(N.E.) Fort St. John, Dawson Creek and Tumbler Ridge distribution pipeline systems, which was filed pursuant to Order G-60-13;
E. By Order G-155-15, dated September 30, 2015, the BCUC accepted the PNG(N.E.) 2015 Resource Plan for the Fort St. John, Dawson Creek, and Tumbler Ridge distribution systems;
F. By Order G-203-15A, dated December 16, 2015, the BCUC accepted the PNG’s 2015 Consolidated Energy Management and Efficiency Program Funding Plan, which included DSM expenditure schedules for 2015 to 2018 (inclusive);
G. Section 44.1(5) of the UCA provides that the BCUC may establish a process to review long term resource plans; and
H. The BCUC considers a public hearing process for the review of the Application and the establishment of a regulatory timetable are warranted.
NOW THEREFORE pursuant to section 44.1(5) of the UCA, the BCUC orders as follows:
1. A written public hearing process is established for the review of PNG’s Application in accordance with the regulatory timetable set out in Appendix A to this order.
2. By no later than Friday, January 3, 2020, PNG is to publish the Public Notice attached as Appendix B to this order, in display-ad format, in the appropriate local news publications to provide adequate notice to the public.
3. Interveners who wish to participate in the regulatory process are to register with the BCUC by completing a Request to Intervene Form, available on the Commission’s website at https://www.bcuc.com/forms/request-to-intervene.aspx, by the date established in the regulatory timetable attached as Appendix A to this order, and in accordance with the BCUC’s Rules of Practice and Procedure attached to Order G-15-19.

2019 Consolidated Resource Plan
On October 31, 2019, Pacific Northern Gas Ltd. and Pacific Northern Gas (N.E.) Ltd. (collectively PNG) filed its 2019 Consolidated Resource Plan and expenditure schedule for the Energy Conservation and Innovation Portfolio for 2020 to 2022 for acceptance by the British Columbia Utilities Commission (BCUC), in accordance with section 44.1(2) of the Utilities Commission Act.
The 2019 Consolidated Resource Plan presents PNG’s long-term view of the demand-side and supply-side resources identified to meet expected future natural gas demand and reliability requirements taking into consideration the cost to PNG’s customers over the 20-year planning horizon (2019-2038).
